Is SC’s relief in one case applicable to others?

I want to know that whether interim relief gave by honble SC in favour of mont blanc chs is applicable to only them or all other societies under MCs act, my society charging me 10% of rent amount for Noc n they r taking stand of this interim order, society registrar also supporting them n acted in rude n unprofessional manner. He rejected my application, sir pls advice me in such scenario, shall I file complaint against registrar?

Also can other member who has not given there flat on rent can file consumer complaint against society.

Herewith I m sending order of society registrar in which he is saying society has interim order of sc but in factum chs committee member don’t knew about proceedings, they dont HV resolutions stating proceedings. Even docs they produced r fabricated, registrar rely on xerox they submitted, instead of that I have submitted certified copy of Hc order in which there petition is dismissed clearly. What should I do in such scenario pls guide.

Ceiling of NOC at 10% of Maintenance Charges (excluding Taxes) is applicable to all CHS in Maharashtra even if bye laws provide any other rate or basis.
