What are the systems and procedures for starting a new co-operative Bank with its head office in Karnataka and branches in 1 or 2 South Indian States. Does it require State Clearance/RBI Clearance. Is there any RBI Circular in this regard?

It has to be registered with Central Registrar under Multi State Cooperative Societies Act 2002 and with a licence to do a banking business issued by RBI.
