Can’t Registrar take action in election matter?

Our Hsg Society is Tenant Co-partnership type society. Since original MC did not conducted AGM, was removed by Registrar & appointed 3 members Administrative committee in Feb, 2007 for 6 months. This Adm. committee did not filed M20 bond. President of Adm. Committee was not a member of society. His father was a sole member as per share cert.

In Oct, 2007 Adm. Committee published Final list of voters wherein my & few others were not allowed  as member though all had Share cert. & allotment letter. Registrar had appointed Election officer to conduct election as per law & rule & submit the report to him, asper his written order. I had taken objection on deleting my name with Election officer & Registrar. Nobody took action on my complaint & new MC was elected in Nov, 2007

Secretary had put letter on Society letter head saying Election officer has been appointed to conduct election of our society. No official letter from Election officer was put on notice board. In May, 2015 Secretary put Final List of Voters wherein all 132 members were shown as members and Share Cert. no. was given against all members name. Again on 15.10.2015 Secretary put Final List of voters where in only 94 ( out of 132 members ) members were shown as members. This is done to keep apposition away.

Today on 17.10.2015 i lodged written complaint with Registrar, R ward. Till today no official letter is published by Election Officer. Officer from Registrar’s office says they cannot take any action since this is Election matter hence myself need to go to Coop. Court.

My question are :

1) Since earlier Administrative committee ( consist of illegal member ) had not file M20 bond & conducted election in 2007. Are they not illegal to conduct election in 2015 ?

2)  Can Registrar not intervene if MC is not allowing member to take part in Election ?

Registrar being Election Officer for R ward.

3) What exact steps do be followed to check met present MC ?

Now election held in any manner not conforming to the procedure prescribed under the Maharashtra Cooperative Societies (Election to Committees) 2014 can have any effect. in order to get such election declared void inform under registered post to the State Cooperative Election Authority. You can also address a letter to R Ward Cooperative Election Officer as at least one officer in Ward r office of the Dy Registrar is designated as such to organise elections in the ward by appointing returning Officers where elections are due.
