Punjab govt has not so far implemented 97th amendment even though it has passed Punjab co-op societies act 2013 in conformity with 97 amendment. The Punjab co-op societies act 2013 was even notified in Oct 2014. But nothing has been done so far, can we move court to get it implemented.

When an Act is in place, what did you expect which has not happened? You can go to Court with precise issues and here you are talking about fighting the State. So better consult a High Court Advocate to go for a PIL.
