White Revolution 2.0 to transform India’s Dairy Sector

Dairy, India’s largest agricultural product, contributes 3.5% to the national economy. With milk production reaching 239.3 million metric tonnes (MMT) in 2023-24-25% of global output, the sector is vital, though much remains in the unorganized domain. Of the 150 MMT marketable surplus, only 32% is processed by the organized sector, and cooperatives handle more than half of this share.

To address challenges of adulteration, farmer exploitation, and lack of value addition in the unorganized sector, the Ministry of Cooperation has launched White Revolution 2.0, a five-year cooperative-led initiative (2024-29). The plan includes forming 75,000 new dairy cooperatives, strengthening 46,422 existing ones, and creating three Multi-State Cooperative Societies for cattle feed supply, organic manure production, and management of animal by-products.

By 2028-29, cooperative milk procurement is targeted at 1007 lakh kg per day. Backed by NDDB-NABARD collaboration, the initiative aims to boost farmer incomes, empower women, promote sustainability, and build a self-reliant, climate-resilient dairy ecosystem.
