The Odisha government has drafted a Cooperative Policy 2025 aimed at turning the sector into a people-driven movement by 2030.
The plan targets PACS in all 6,794 panchayats and central cooperative banks across all 30 districts. By 2036, each district will host a model cooperative village and sector-based clusters in areas like millets, dairy, fisheries, spices, coffee and handicrafts to support the Viksit Odisha vision.
The policy proposes Centres of Excellence in partnership with institutions such as VAMNICOM and BIRD to boost cooperative education and research. It also includes digital integration through a Cooperative Data Centre and Odisha Cooperative Digital Stack linked to the National Cooperative Database.
