Odisha has witnessed significant expansion and strengthening of its cooperative sector under the Government of India’s vision of ‘Sahakar Se Samriddhi’, Union Minister of Cooperation Amit Shah informed Parliament. The initiatives aim to ensure cooperative presence in every panchayat and village while improving rural livelihoods and farmer incomes.
As of November 15, 2025, Odisha has registered 2,039 new multipurpose cooperative societies, including 1,537 PACS, 451 dairy cooperatives and 51 fisheries cooperatives. In addition, 209 dairy cooperative societies have been strengthened.
The state has also been integrated into the national plan for computerisation of PACS, with 4,240 PACS sanctioned for ERP-based common national software, enhancing transparency and operational efficiency.
The National Cooperative Development Corporation (NCDC) has provided ?10.74 crore to Odisha for cooperative development between 2022–23 and 2024–25. Special focus has been placed on women and tribal cooperatives, with targeted assistance of Rs 0.20 crore extended to organisations with significant women and Scheduled Tribe participation. Further, Rs 18.07 crore has been released as the central share during FY 2025–26 under the PACS Computerisation Project.
Capacity building has also been prioritised. Assistance of Rs 1.24 crore has been provided to Odisha’s cooperative training institutes to conduct 135 training programmes, benefiting over 4,100 PACS functionaries.
As on November 15, 2025, Odisha has 7,595 cooperative societies with over 94.9 lakh members across all districts, reflecting the growing reach and role of cooperatives in strengthening the rural economy of the state.
