Implementation of the Odisha government’s directive for the transfer of editors across 2,708 Primary Agricultural Cooperative Societies (PACS) and Large Area Multipurpose Cooperative Societies (LAMPCS) has reportedly been delayed due to administrative inaction and confusion at the district level.
As per the decision of the state government, cadre committees were constituted under the chairmanship of district collectors to oversee the transfer process in accordance with the Cooperative Department’s orders.
However, sources indicate that officers from the cooperative sector-including the Deputy Registrar (DRCS), Assistant Registrar (ARCS), and representatives of Kendra Cooperative Banks-have not proceeded with the mandated steps.
It is alleged that some officers have informed collectors that the Standard Operating Procedure (SOP) or transfer modalities have yet to be issued, thereby stalling the process.
As a result, collectors remain uninformed about the government’s actual decision, while meetings of district cadre committees have yet to yield implementation plans.
The delay has sparked discontent among cooperative employees and observers who see the differing interpretations of government orders as an obstacle to transparency and administrative efficiency within the cooperative system.
