The Union Government is steadily strengthening the cooperative dairy ecosystem through major investments in value-added processing and exports, even as no exclusive scheme has yet been formulated for cluster-based health supplements, whey processing, probiotic cultures, or A2 milk branding, Union Minister of Cooperation Amit Shah informed the Lok Sabha in a written reply.
Under Component B of the National Programme for Dairy Development (NPDD), 42 projects across nine States have been sanctioned till December 31, 2025, creating 262 MTPD of value-added processing capacity.
Complementing this, the newly formed Sardar Patel Cooperative Dairy Federation (SPCDF) is set to invest in modern processing infrastructure to meet the rising demand for safe and hygienic dairy products.
To boost exports, the National Cooperative Export Limited (NCEL) is facilitating direct access of primary cooperatives to global markets. Women-led cooperatives are being supported under White Revolution 2.0 and the Nandini Sahakar Scheme through concessional finance, training and capacity building.
The Ministry is also driving decentralized cooperative clusters by transforming PACS into multi-service centres, promoting organic clusters through NCOL, and integrating over 20,000 villages across 20 States under SPCDF.
However, the Centre clarified that no proposal is currently under consideration to pilot such initiatives in Satna or the Vindhya region of Madhya Pradesh.
