Union Home and Cooperation Minister Amit Shah informed the Lok Sabha that several states have recorded remarkable progress in forming new cooperative societies under the Government’s 2023 plan to strengthen the cooperative sector across India.
According to the written reply, as of 15 November 2025, a total of 30,083 new cooperatives have been formed nationwide. Uttar Pradesh, Rajasthan, Odisha, Gujarat and Assam have emerged as the top-performing states in establishing new Primary Agricultural Credit Societies (PACS), Dairy Cooperative Societies (DCS) and Fishery Cooperative Societies (FCS).
Uttar Pradesh leads the country with 5,148 new cooperatives, including 857 PACS, 3,915 dairy societies and 376 fishery cooperatives. Rajasthan follows with 3,192 new units, while Odisha has added 2,039 cooperatives. Gujarat has registered 1,184 new societies, and Assam has formed 1,063.
Smaller states and northeastern regions have also shown progress: Manipur added 187 new cooperatives, Meghalaya 261, and Arunachal Pradesh 161. Even UTs like Andaman & Nicobar Islands and Ladakh contributed to the nationwide expansion.
Shah said that alongside new formations, 15,793 dairy and fishery cooperatives have also been strengthened, with Tamil Nadu, Gujarat, Rajasthan and Punjab showing strong performance in upgrading existing societies.
The minister added that the rapid expansion reflects the Government’s commitment to take cooperatives to the grassroots. With large states leading the surge, the cooperative footprint has now extended across thousands of Gram Panchayats, boosting rural economic activity and local livelihoods.
