Union Home and Cooperation Minister Amit Shah informed the Lok Sabha that the National Cooperative Development Corporation (NCDC) has significantly accelerated financial support to cooperatively Least-Developed (LD) and Under-Developed (UD) States, reinforcing the Government’s commitment to strengthening grassroots cooperatives.
During FY 2024-25, NCDC sanctioned Rs 79,042.02 crore and disbursed Rs 66,103.90 crore exclusively to LD/UD States and Union Territories. Cumulatively, as of 31 March 2025, the Corporation has disbursed Rs 2,85,815.09 crore to these States, accounting for nearly 70% (69.98%) of NCDC’s total disbursement of Rs 4,08,381.27 crore since inception.
According to the reply, LD States/UTs such as Bihar, Assam, Jharkhand, Mizoram and Tripura together received Rs 47.67 crore in FY 2024-25, while UD States including Andhra Pradesh, Chhattisgarh, Telangana, Madhya Pradesh, Odisha and Rajasthan accounted for the bulk of assistance, with Rs 66,056.23 crore disbursed this year. Andhra Pradesh, Telangana and Chhattisgarh were among the highest beneficiaries.
Amit Shah stated that NCDC supported 40,863 cooperative societies across India over the last three financial years. In sectors such as marketing, inputs, agro-processing, weaker section programmes, industrial cooperatives and FPOs, the Corporation released Rs 41,031 crore in 2022-23, Rs 60,618 crore in 2023-24, and Rs 95,182 crore in 2024-25, showing a robust upward trend.
Marketing & Inputs alone accounted for Rs 77,945.72 crore in 2024-25, followed by major expansion in agro-processing and industrial & service cooperatives.
Under the Grant-in-Aid scheme, NCDC has sanctioned Rs 7,323.21 crore and disbursed Rs 203.75 crore till 30 November 2025. Major beneficiaries include Rajasthan Mahila Nidhi, Stree Nidhi Federations in Telangana and Andhra Pradesh, and State Governments of Punjab and Kerala, alongside select cooperative sugar mills in Maharashtra.
Shah reaffirmed that the Centre remains committed to expanding cooperative-based economic growth, enhancing access to credit, and strengthening institutions in backward regions. The continuous rise in NCDC’s annual assistance, he said, reflects the Government’s mission of “prosperity through cooperatives” and inclusive development across LD and UD States.
