NCCT holds PFMS Compliance Training for Co-ops

The National Council for Cooperative Training (Head Office) conducted an online awareness programme focused on “DDO’s Roles and Responsibilities under the Public Financial Management System (PFMS)” for senior officials of premier cooperative training institutions.

The sessions were organised for Directors of Regional and Institute of Cooperative Management (RICMs/ICMs) and the Registrar of VAMNICOM on two separate dates, 24 September 2025 and 7 October 2025.

The initiative was held under the mentorship of Smt. Minu Shukla Pathak (IRS), Secretary, NCCT, who guided the overall conduct of the programme. Proceedings began with a welcome address by Sh. V. Sudhir, Director (Finance) In-charge, NCCT, who set the tone for the sessions by emphasising the importance of financial protocols in all training centres across the country.

The technical sessions were conducted by Programme Coordinator Sh. Gopal Surjuse, who explained in detail the compliance requirements and operational procedures under PFMS that Directors and Registrars must follow. His presentations highlighted the responsibilities of Drawing and Disbursing Officers in ensuring adherence to the General Financial Rules (GFR) and maintaining transparency and accountability in financial management.

Participants from various training units across India took part actively, engaging in discussions and seeking clarifications on procedural aspects of PFMS. Many expressed appreciation for NCCT (HO)’s effort in organising a programme that was both timely and technically enriching, particularly in view of the growing emphasis on financial governance in cooperative institutions.

The training concluded with a valedictory address by Dr. Suva Kanta Mohanty, Director of VAMNICOM, who underlined the relevance of such capacity-building initiatives in strengthening institutional compliance standards. The programme served as an important platform to reinforce uniform PFMS practices across the cooperative training network and was acknowledged as a forward-looking step by all participants.
