In a major step towards strengthening the cooperative credit structure, NABARD has supported the establishment of PACS Development Cells (PDCs) in 95 Rural Cooperative Banks (RCBs), comprising State Cooperative Banks (StCBs) and District Central Cooperative Banks (DCCBs), as of 31st March 2025.
These PDCs currently cover 2,556 Primary Agricultural Credit Societies (PACS) spread across 20 states, reflecting NABARD’s continued commitment to revitalizing the cooperative ecosystem.
PDCs have been envisioned as dedicated units within StCBs and DCCBs to provide capacity building and institutional support to PACS.
Their role includes training, handholding, technical guidance, exposure visits, and other interventions to strengthen governance and improve operational efficiency. By equipping PACS with these skills and resources, NABARD aims to enable them to provide a wider range of both financial and non-financial services to rural communities.
NABARD is also preparing a revised set of guidelines for the programme, drawing from insights and learnings gained in recent years.
