The Government of Kerala has sanctioned the release of Rs 836.19 lakh (Rs 8.36 crore) for the implementation of the NCDC-assisted Integrated Fisheries Development Project (IFDP) 2022-23 under the Pradhan Mantri Matsya Sampada Yojana (PMMSY).
The sanction was issued by the Fisheries & Ports (B) Department. The project is being implemented with financial assistance from the National Cooperative Development Corporation (NCDC), which had earlier sanctioned Rs 3,269.997 lakh to the State Government for executing the Integrated Fisheries Development Project 2022-23 through Primary Fishermen Development & Welfare Cooperative Societies. The total approved project outlay stands at Rs 3,633.33 lakh.
Earlier, the State Government had accorded administrative sanction for the project and released Rs 1,300 lakh towards loan, subsidy and share capital components.
However, Rs 12.92 crore was subsequently resumed from the PSTSB account of Matsyafed due to treasury restrictions. The Government later re-released Rs 455 lakh from the resumed amount.
Based on a request from the Director of Fisheries, the Government has now approved the release of the remaining eligible amount under various components. Out of the total Rs 836.19 lakh sanctioned, Rs 780 lakh has been earmarked as loan, Rs 32.50 lakh as subsidy and Rs 23.69 lakh towards share capital.
The Government Order stipulates that the amount shall be transfer-credited to the PSTSB account in accordance with prevailing financial norms.
The Director of Fisheries has been directed to furnish authenticated component-wise expenditure statements and a Utilization Certificate as per existing financial rules. Any unutilised amount at the close of the financial year must be refunded to the Government within the same financial year.
The order was issued by Special Secretary Abdul Nasar BIAS by order of the Governor.
