Kerala opts out of RCS Computerisation Project: Amit

Amit Shah on Tuesday informed the Lok Sabha that the Centre’s project for computerisation of the offices of Registrars of Cooperative Societies (RCS) is currently underway in 30 States and Union Territories, while it has already been completed in five States/UTs. However, Kerala has not shown interest in joining the initiative, he said.

Replying to a question in the House, the Union Minister of Cooperation said the Government of India has allocated Rs 82.85 crore for the project, including support for Maharashtra and Uttar Pradesh. Out of this amount, Rs 29.02 crore has been released to States and UTs so far, while about Rs 18 crore has been utilised for activities such as hardware procurement, software development and other implementation requirements.

Shah explained that delays in the project’s implementation were mainly due to initial administrative constraints, mapping of State accounts with the Public Financial Management System, delays in vendor selection, and procurement of hardware.

He added that the Ministry of Cooperation is closely monitoring progress through monthly virtual reviews and quarterly meetings with State cooperative departments.

Shah noted that since most States are still implementing the project, it is too early to assess its full impact on transparency and efficiency in cooperative administration.
