In a decisive move to protect the interests of depositors and uphold cooperative norms, the Central Registrar of Cooperative Societies Rabindra Kumar Agarwal has ordered the winding up of New Delhi based Janshakti Multi-State Multi-Purpose Cooperative Society.
The order was issued on May 30, 2025, under Section 86 of the Multi-State Cooperative Societies Act, 2002.
The action follows a series of complaints by over 150 depositors, alleging non-payment of deposits. Among them were complaints from Ms. Basanti Devi, Ms. Rukmini Devi, Sahil Mohammad, Anurag Sharma, Smt. Antesh, and a group petition forwarded by the Economic Offences Wing (EOW) involving Anil Tiwari and 133 others.
Despite repeated reminders and notices from the Registrar and other authorities, including letters dated November 2022 and October 2023, the Society failed to respond or take corrective steps. It also defaulted in filing mandatory annual returns under Section 120 of the Act.
A physical verification conducted by the Central Registrar’s office revealed that the Society was no longer functioning at its registered address. A Show Cause Notice issued in February 2025 was returned undelivered with the postal remark “closed since long time,” further confirming that the Society had ceased operations without due intimation.
Even a final opportunity given through public notice dated May 1, 2025, seeking objections to proposed winding-up, went unanswered.
Taking serious note of these violations and lack of accountability, the Central Registrar has appointed the Deputy Commissioner/District Magistrate of West District, Delhi as the Liquidator of the Society under Section 89(1) of the MSCS Act. The Liquidator has been directed to proceed with the liquidation process and submit quarterly progress reports to the Central Registrar’s office.
The Ministry’s order brings relief to numerous aggrieved depositors and sends a strong message that non-compliance and disregard for cooperative norms will not be tolerated.
