The cooperative sector in Himachal Pradesh has witnessed significant expansion and modernization under initiatives taken by the Ministry of Cooperation since its inception in July 2021, Union Minister of Cooperation Amit Shah informed Parliament.

As per the National Cooperative Database, the state has 5,792 cooperative societies, including 2,307 Primary Agricultural Credit Societies (PACS), 1,194 dairy cooperatives, 437 credit and thrift societies, and 78 fishery cooperatives. Several reforms have enabled PACS to undertake over 25 business activities, allowing them to function as PM-Kisan Samridhi Kendras, Janaushadhi Kendras and Common Service Centres.

Under White Revolution 2.0, Himachal Pradesh exceeded its target of establishing 70 new dairy cooperative societies in 2025–26 by successfully registering 263 societies. The state has also strengthened 168 existing dairy cooperatives and sanctioned two new milk plants.

PACS computerization has made steady progress, with 1,376 PACS onboarded on ERP systems and 1,234 going live. Financial support worth Rs 24.38 crore has also been extended to the state through NCDC, further strengthening cooperative activities.
