Union Minister of Cooperation Amit Shah on Tuesday informed the Lok Sabha that the state-wise allocation of urea is carried out by the Department of Fertilizers, Government of India, while intra-State distribution is done by the respective State Governments in accordance with their fertilizer distribution policies.
The Minister stated that urea is allocated to States on a monthly basis, and after receipt of the allocation, the State Agriculture Departments issue necessary instructions for onward distribution to cooperative societies, dealers and retailers.
He clarified that the distribution of fertilizers within the State is the responsibility of the respective State Government.
As per the district-wise data placed in the Lok Sabha, IFFCO supplied over 15 lakh metric tonnes of urea to Rajasthan during the last three years. Significant quantities were supplied to districts including Bikaner, Ganganagar, Bhilwara, Kota, Nagaur, Jaipur and Jhalawar. In 2025–26 (up to January 31, 2026), IFFCO supplied more than 5.23 lakh metric tonnes of urea to the State.
The Minister also placed on record that KRIBHCO supplied more than 4.10 lakh metric tonnes of urea to Rajasthan between 2023–24 and January 2026. Districts such as Hanumangarh, Jaipur, Jodhpur, Kota, Ganganagar and Bhilwara received substantial quantities during this period.
Amit Shah further informed the House that the Government takes several measures each season to ensure timely availability of fertilizers.
These include advance assessment of fertilizer requirements in consultation with State Governments, issuance of monthly supply plans by the Department of Fertilizers, monitoring of fertilizer movement through the Integrated Fertilizer Management System (iFMS), and weekly video conferences with State agriculture officials to address supply-related issues.
He also stated that fertilizer retail outlets, including Primary Agricultural Credit Societies (PACS), are being converted into Pradhan Mantri Kisan Samriddhi Kendras (PMKSKs), and that all subsidised fertilizers are being supplied under a single ‘Bharat’ brand to ensure uniformity and transparency.
