Union Cooperation Minister Amit Shah, in a written reply in the Rajya Sabha, said that Tamil Nadu has 4,532 Primary Agricultural Credit Societies (PACS), of which 4,529 are functional, according to the National Cooperative Database (NCD).
He informed the House that the Government has notified Model Bye-laws enabling PACS to undertake over 25 business activities, including functioning as PM-Kisan Samridhi Kendras, Janaushadhi Kendras and Common Service Centres.
Shah said the Centre’s Central Sector Project for Computerization of PACS, launched in 2022, has been expanded to cover 79,630 PACS with a financial outlay of Rs 2,925.39 crore. The project aims to integrate all functional PACS with NABARD, State Cooperative Banks and District Central Cooperative Banks through a common ERP-based software by March 31, 2027.
According to the project status, Tamil Nadu has onboarded 4,522 PACS onto the ERP system, with 4,524 PACS going live as of November 15, 2025. Karnataka, Andhra Pradesh and other southern states have also reported progress in ERP onboarding, he noted.
Shah added that initiatives such as PACS computerisation, Model Bye-laws, capacity-building programs, the National Cooperative Database and grain storage plans are aimed at strengthening cooperatives across Tamil Nadu and the southern region.
