The Cooperative Election Authority (CEA) has summoned the Chief Executive Officer of the Northern Zone Railway Employee CTC Society, New Delhi, over the delay in conducting elections after the expiry of the society’s board tenure.
According to a letter (No. BRMS/ORG/2025 dated 18.06.2025) received from Santosh Kumar Patel, Secretary General of Bharatiya Railway Mazdoor Sangh, the last election of the society was held on 3rd February 2020, and the board’s five-year term expired on 3rd February 2025. As per the MSCS (Amendment) Act, 2023, continuation of the board beyond its term is no longer permissible, making the present board’s continuation illegal.
The CEA, empowered under Section 45(1) and 45L, has directed the CEO/MD to appear before it on 19th August 2025 at 3 PM at its office in World Trade Center, Nauroji Nagar, Delhi, with a presentation in the prescribed format. The Authority also sought submission of the society’s latest bye-laws at the earliest.
The MSCS Act now mandates that the Chairperson and CEO must inform the CEA six months before board expiry, ensuring timely elections and upholding governance standards in multi-state cooperative societies.
