The Government of India’s ambitious initiative to establish new multipurpose PACS, dairy, and fishery cooperative societies has gained significant momentum, with 22,606 new cooperatives formed across the country as of 30th June 2025.

As per official data, the Centre has set a combined target of establishing over 2.28 lakh new cooperatives between FY 2024-25 and FY 2028-29 under the expansion scheme.

The highest number of societies have been formed so far in Bihar (3,746), followed by Jammu & Kashmir (1,350), Rajasthan (2,681), and Odisha (1,578).

Other states showing notable progress include Assam (726), Andhra Pradesh (893), Maharashtra (1,028), Karnataka (1,023), and Himachal Pradesh (564). Smaller states and UTs such as Ladakh, Lakshadweep, and Puducherry have also begun contributing to the mission, albeit on a limited scale.

The Government, on 15th February 2023, approved a plan to strengthen the cooperative movement and deepen its reach to the grassroots level through the establishment of 2 lakh multipurpose PACS, dairy, and fishery cooperative societies.

The goal is to cover all panchayats and villages across the country over a five-year period. This will be achieved through the convergence of various existing Government of India schemes, including the National Programme for Dairy Development (NPDD), PM Matsya Sampada Yojana (PMMSY), with support from NABARD, NDDB, NFDB, and State/UT Governments, said Union Home and Cooperation Minister Amit Shah in a reply to a query in Rajya Sabha.
