Union Cooperation Minister Amit Shah informed the Rajya Sabha that Tamil Nadu continues to make progress under the Computerisation of Primary Agricultural Credit Societies (PACS) Project, although audit work remains incomplete in several units.
In a written reply, Shah stated that out of 4,532 PACS sanctioned under the project in Tamil Nadu, audit for the financial year 2024–25 has been completed in 3,335 PACS, while 242 PACS still have long-pending audits.
According to data received from the state government on December 2, 2025, Tamil Nadu has 4,453 PACS across 38 districts. Of these, 1,897 PACS are currently operating in net profit, while 1,411 PACS are functioning with either current-year profit or cumulative loss. Another 906 PACS are operating in current-year loss or carrying cumulative losses, indicating varied financial performance across the state.
To accelerate audit completion, weekly reviews are being conducted by the Additional Registrar (Finance & Banking). The state government has also introduced several measures, including online training of PACS auditors through NABARD and ongoing integration of the Comprehensive Audit Management System (CAMS) with the ERP platform. On a pilot basis, on-system audits have been completed for 27 PACS for 2023–24 and 12 PACS for 2024–25.
Further, capacity-building programmes are being conducted at District Central Cooperative Bank labs and the State Apex Cooperative Bank’s training institute. Shah said these steps are aimed at professionalising PACS management, strengthening digital operations and ensuring timely audit compliance across Tamil Nadu.
