Panel pushes expansion of NCOL, NCEL

A Parliamentary Standing Committee chaired by Charanjit Singh Channi has called for expanding the reach of two key national cooperative bodies, National Cooperative Organic Limited and National Cooperative Exports Limited, to strengthen organic marketing and boost exports from India’s cooperative sector.

In its report on the Demands for Grants of the Ministry of Cooperation, the Committee noted that NCOL has been set up under the Multi-State Cooperative Societies Act, 2002 to support aggregation, certification, processing, branding and marketing of organic products produced by cooperatives.

As of December 2025, 11,096 cooperatives have joined NCOL, while 30 States and UTs have nominated nodal agencies and 22 have signed MoUs. The body has launched 29 products under the “Bharat Organics” brand, now available in over 1,000 retail stores in Delhi NCR and Bengaluru as well as on e-commerce platforms.

The panel recommended campaigns to onboard more cooperatives and urged remaining states to sign MoUs to expand the network.

The Committee also highlighted the progress of NCEL, which has 13,890 cooperative members and has exported 40 agricultural products to 29 countries, including Indonesia, Malaysia and Singapore. It called for wider state participation and training programmes to enhance export capacity and product quality in the cooperative sector.
