White Revolution 2.0 targets 50% jump in Milk Procurement

The Centre has rolled out a cooperative-led White Revolution 2.0 to dramatically expand dairy cooperatives, boost rural jobs and strengthen women’s participation in the dairy economy; Union Minister of Cooperation Amit Shah informed the Lok Sabha.

The ambitious initiative aims to increase milk procurement by dairy cooperatives by 50% over the next five years, taking daily procurement to 1,007 lakh kg by 2028–29. The strategy rests on two pillars, expanding cooperative coverage in uncovered areas and deepening the reach of existing dairy cooperatives in the organised sector.

To address nutrition and market access, the government plans to set up and strengthen around 1.2 lakh Dairy Cooperative Societies, including Multipurpose DCS and PACS, and link them to new and expanded milk routes. Critical infrastructure such as automatic milk collection units, testing equipment and bulk milk coolers will be provided as per local needs.

Funded under NPDD 2.0, the programme proposes 75,000 new DCSs and strengthening of 46,422 existing societies. With women forming nearly 70% of the dairy workforce, White Revolution 2.0 positions women-led cooperatives as the backbone of inclusive growth and rural empowerment.
