In a written reply to the Lok Sabha, the Union Home and Cooperation Minister informed that no new milk chilling plants have been set up by the Rajasthan Cooperative Dairy Federation (RCDF) or its affiliated milk unions in the last five years.
Instead, bulk milk coolers (BMCs) are being provided to dairy cooperative societies under the RCDF BMC allotment policy 2024. These societies, especially those with higher milk procurement or clusters with lower procurement, are selected considering transportation costs and are required to obtain FSSAI food safety licenses.
The minister stated that milk procurement prices in Rajasthan are determined by RCDF and district milk unions based on fat percentage, market conditions, demand-supply gaps, seasonal factors, stock levels, and green fodder availability.
For October 2025, the average procurement price per litre was Rs. 37.13 for cow milk and Rs. 59.58 for buffalo milk, including a Rs. 5 per litre subsidy by the Rajasthan government.
Regarding financial and technical support for milk processing infrastructure, the Department of Animal Husbandry and Dairy, through NDDB schemes, has supported dairy cooperatives in Rajasthan. Under the erstwhile Dairy Processing and Infrastructure Development Fund (merged with AHIDF), Bhilwara Milk Union received a sanctioned loan of Rs. 59.77 crore for a new 500 TLPD dairy plant. As of 15 November 2025, Rs. 55.35 crore has been disbursed, and the project has been completed.
The minister also clarified that AMUL currently does not have any plant in the Jhalawar-Baran region and serves the area through its contract manufacturing unit in Kota.
