The National Cooperative Development Corporation (NCDC) has recorded phenomenal growth over the past decade, with its disbursement soaring nearly 17 times. The apex financing institution for cooperatives has disbursed Rs 49,799.06 crore as of October 2025 in the ongoing financial year 2025–26, further cementing its role as a key pillar in India’s cooperative resurgence.

In 2014–15, NCDC’s total disbursement stood at Rs 5,735.51 crore. By 2024–25, this figure had jumped to an impressive Rs 95,182.88 crore.

The sustained surge reflects both NCDC’s strengthened institutional capacity and the government’s consistent thrust on “Sahkar Se Samriddhi”- prosperity through cooperation- as it continues to empower cooperatives across agriculture, dairy, fisheries, and allied sectors.

Committed to promoting inclusivity, NCDC has extended loans worth Rs 57.78 crore over the past three years (FY 2021–22 to FY 2024–25) to Scheduled Caste and Scheduled Tribe cooperatives.

It has also disbursed Rs 4,823.68 crore to women-led cooperatives during the same period, including Rs 2.37 crore specifically for infrastructure projects. As of March 2025, NCDC’s total financial assistance to cooperative sugar mills across India stands at Rs 33,311.79 crore.

To further strengthen diverse sectors, NCDC has launched several dedicated schemes such as Yuva Sahakar, Ayushman Sahakar, Dairy Sahakar, Digital Sahakar, and Deerghavadhi Krishak Punji Sahakar Yojana.

These schemes aim to promote innovation, digital empowerment, modernization of dairy and agriculture cooperatives, healthcare expansion, and youth-led cooperative start-ups.

Under the Grant-in-Aid Scheme for Strengthening Cooperative Sugar Mills, the Government of India has provided Rs 1,000 crore to NCDC between 2022–23 and 2024–25. With this support, NCDC has extended Rs 10,005 crore in financial assistance to 56 cooperative sugar mills for establishing ethanol and cogeneration plants, and meeting working capital requirements.

In a recent development, the Union Cabinet approved a Central Sector Scheme “Grant-in-Aid to NCDC for Cooperative Sector Development” with a total outlay of Rs 2,000 crore for 2025–26 to 2028–29. This will enable NCDC to leverage nearly Rs 20,000 crore from the open market to provide credit to 13,288 cooperatives across key sectors such as dairy, fisheries, sugar, textiles, and food processing, benefiting nearly 2.9 crore cooperative members.

Parallelly, the National Cooperation Policy 2025 sets a transformative vision for the cooperative movement in alignment with the country’s goal of becoming Viksit Bharat by 2047. Implemented by NCDC in collaboration with leading cooperative institutions such as IFFCO, NAFED, Amul, KRIBHCO, NDDB, NCEL, and NABARD, the policy seeks to promote transparency, professionalism, and technology adoption across the sector.

With over 8.44 lakh cooperatives and a membership exceeding 30 crore people, the cooperative sector remains a cornerstone of India’s rural economy.

Through its growing financial support and strategic initiatives, NCDC continues to play a pivotal role in empowering farmers, women, and marginalized groups, driving India’s journey towards self-reliance and sustainable rural prosperities.
