The two-day National Cooperative Conference, hosted by the Himachal Pradesh State Cooperative Bank, concluded on Sunday with a strong emphasis on strengthening farmer-centric initiatives, women’s empowerment, and innovation in the cooperative sector.
The valedictory session was attended by Union Minister of State for Cooperation Krishan Pal Gurjar and Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu, along with senior ministers, cooperative leaders, and officials.
Union Minister Krishan Pal Gurjar underlined the need for modern storage, cold chain facilities, and export opportunities to enhance the income of farmers. He said the cooperative model bridges critical gaps by offering affordable credit, modern technology, and self-employment opportunities, especially for women and youth. He added that institutions like NCEL, NCOL, and BBSSL are helping connect Himalayan farmers to national and global markets.
Chief Minister Sukhu announced that the State Cooperative Bank will soon launch a One-Time Settlement (OTS) Policy for distressed farmers, providing relief to those unable to repay loans due to adverse circumstances.
He also hinted at amendments to Section 118, allowing cooperative institutions easier access to land for development. Stressing the historic role of cooperatives during crises, he called for reforms that adapt to modern challenges.
Uttarakhand Cooperation Minister Dr. Dhan Singh Rawat stressed on joint efforts by Himalayan states to transform rural economies. He highlighted interest-free loans worth Rs 6,812 crore benefiting over 11 lakh people, women’s 33% reservation in cooperatives, and schemes like the Ghasyari Welfare Scheme and Millet Mission.
Promotion of “Doon Silk” and state-level cooperative fairs were also announced to provide marketing platforms for artisans and farmers.
HP State Cooperative Bank Chairman Devendra Shyam in his welcome address showcased initiatives targeting small farmers, self-help groups, and marginalized communities, reaffirming cooperatives’ role in regional development.
In his closing remarks, MD Sharwan Manata emphasized that the conference served as a platform for sharing best practices, fostering innovation, and strengthening cooperative networks across the country.
