Taking up constitutional audit of 97th CAA!

One of our readers Shankar Nair has voiced a very genuine concern regarding the enactment of co-op acts in states vis-a vis 97th CAA. We produce his piece verbatim-Editor

Our Union Government got our Parliament passed 97th CAA the Indian Constitution for speedy growth of cooperative sector in line with Public/Private sectors across India through States granting autonomy in the management thereof to their members.

All the States were told to revise their cooperative rules accordingly by 14 2 2013, after which the rules the as contained in 97th CAA will prevail over any inconsistency in State Cooperative Act.

Well-meaning cooperators have been discussing the amendments threadbare on your platform. It was impressive.

Several States have passed amendments and remaining ones are engaged in accomplishing, except the State of Gujarat.

There is no mechanism KNOWN to be operating to check how far the State Legislatures are living up to the expectations enshrined in the Constitutional amendments. And how the lapses on the part of States are to be dealt with?

There is nothing like “Constitutional Audit” heard so far.

How about the www.indiancooperative.com i.e. the Cooperators associated with the portal, voluntarily take this up including the Constitutional validity aspects in a manner the anxious public can comprehend it?

How about www.indiancooperative.com pursuing ICA to undertake such study?

Would NCUI also think on this line?

It should be a singular service of its kind.
