As of June 30, 2025, the ambitious Computerization of Primary Agricultural Credit Societies (PACS) Project has sanctioned modernization for 73,492 PACS across India, marking a major step toward digitizing the rural credit ecosystem.
The project, spearheaded by the Ministry of Cooperation, aims to bring transparency, efficiency, and accessibility to grassroots cooperative credit institutions.
Maharashtra tops the list with 12,000 PACS approved for computerization, leveraging its extensive cooperative network to accelerate digital transformation. Rajasthan follows with 7,468 approvals, reflecting its strong PACS presence in rural credit delivery.
Gujarat (5,754), Uttar Pradesh (5,686), and Karnataka (5,682) also feature prominently, each securing approval for over 5,000 PACS.
In the mid-range, Madhya Pradesh has 5,188 PACS sanctioned, while Tamil Nadu (4,532) and Bihar (4,495) show substantial participation despite structural challenges in some districts. West Bengal (4,167) and Punjab (3,482) round out the top ten.
A notable development is Odisha’s recent onboarding into the project, with 2,711 PACS approved—a move expected to significantly strengthen its already rapid pace of PACS formation.
States like Andhra Pradesh (2,037), Chhattisgarh (2,028), Jharkhand (2,797), and Himachal Pradesh (1,789) also secured sizeable approvals, underlining a widespread push for rural credit modernization.
However, disparities remain. Smaller states and Union Territories have far fewer PACS earmarked for computerization. Goa (58), Andaman & Nicobar Islands (46), Puducherry (45), and Mizoram (49) have minimal numbers, largely due to their limited cooperative footprint.
Arunachal Pradesh has only 14 PACS approved, while Ladakh (10) and Dadra & Nagar Haveli & Daman & Diu (DNH & DD) (4) are at the very bottom.
These low figures, though proportionate to their smaller populations, highlight the geographical and infrastructural challenges in expanding digital cooperative banking services to remote regions.
The project’s implementation involves deploying ERP-based software in PACS to enable real-time accounting, loan processing, and integration with District Central Cooperative Banks (DCCBs) and State Cooperative Banks (SCBs). Training programs for PACS officials are part of the rollout to ensure smooth adoption.
With the approvals now in place, the next phase will focus on execution speed. States with large rural economies like Maharashtra, Rajasthan, and Uttar Pradesh are poised to benefit most in the short term, while smaller states and UTs will need targeted support to ensure no region is left behind in the drive for cooperative digitization.
