From February 15, 2023, to June 30, 2025, Bihar added 3,788 new cooperative societies and 39 new Primary Agricultural Credit Societies (PACS), showing a mixed pace of expansion across districts.
Samastipur emerged as the state’s frontrunner with 383 new cooperatives and 2 PACS, reflecting strong organizational activity in the rural sector. Darbhanga (199), Muzaffarpur (197), and Vaishali (179) also recorded significant cooperative growth, though none reported notable PACS expansion.
At the lower end, Kishanganj registered just 4 new cooperatives and no PACS, marking the slowest progress in Bihar. Sheikhpura (22), Nawada (32), and Arwal (32) also showed limited cooperative formation.
Interestingly, some smaller districts stood out in PACS creation, Nawada and Madhepura led with 9 PACS each, followed by Supaul with 7. However, several high-cooperative-growth districts, such as Patna, Gaya, and Nalanda, reported no new PACS, indicating uneven credit sector development.
Overall, the data reflects Bihar’s vibrant but imbalanced cooperative expansion, concentrated in certain districts while others, particularly in eastern and southern Bihar, remain underrepresented in both cooperatives and PACS formation.
