The policy encourages each State and Union Territory to develop at least one model cooperative village per district, with a multipurpose Primary Agricultural Credit Society (PACS) serving as the growth engine.

These model PACS will be supported in adopting strong governance and sound business management practices across multiple business verticals. Other villages in the district will be motivated to catch up with the model village and eventually aim to become one of the best in the state.

States and UTs are also encouraged to promote cooperative-led economic clusters focused on niche rural products such as honey, spices, coffee, tea, medicinal and aromatic plants, silkworms, fruits, mushrooms, floriculture, and poultry produce. This will help boost rural entrepreneurship and local economies.

Additionally, cooperatives will be encouraged to explore marketing opportunities through Geographical Indications (GI), Intellectual Property Rights (IPR), and trademarks, helping their unique products gain recognition and market value.

The policy further proposes the branding of organic, agricultural, and dairy products under the national ‘Bharat’ Brand, serving as an umbrella identity. States will also be encouraged to leverage their own established brands to enhance market presence and consumer trust.
