In an initiative to chart a comprehensive roadmap for India’s cooperative movement, Union Home and Cooperation Minister Amit Shah will preside over the high-level “Manthan Baithak” on June 30, 2025, at Bharat Mandapam in New Delhi.
The meeting will witness participation from Cooperation Ministers, Additional Chief Secretaries, Principal Secretaries, and senior officials from all States and Union Territories.
This significant event aims to review the progress of central initiatives, schemes, and reforms in the cooperative sector and foster synergy between the Centre and the States. The overarching goal is to accelerate the vision of Prime Minister Narendra Modi’s “Sahkar Se Samriddhi” (Prosperity through Cooperation) through shared understanding, best practices, and coordinated efforts.
Key topics on the agenda include the creation of 2 lakh new Multipurpose Primary Agricultural Credit Societies (PACS), cooperative dairy and fisheries societies, and the implementation of the World’s Largest Grain Storage Scheme in the cooperative sector. States will also present progress under the “Cooperation Among Cooperatives” campaign and their planned activities for the International Year of Cooperatives 2025.
The meeting will review the role of States in operationalizing the three new National Multi-State Cooperative Societies — National Cooperative Export Limited (NCEL), National Cooperative Organics Limited (NCOL), and Bharatiya Beej Sahkari Samiti Limited (BBSSL). Discussions will also focus on White Revolution 2.0, procurement support for pulses and maize under the Atmanirbharta Abhiyan, and strategies to embed sustainability and circularity in the dairy sector.
On the digital front, the Baithak will assess progress in PACS computerization, modernization of Registrar Cooperative Society (RCS) offices, and the development of the National Cooperative Database, a key tool for evidence-based policy planning.
A dedicated session will address human resource development, training, and capacity building, particularly in light of the establishment of Tribhuvan Sahkari University.
The financial strengthening of cooperative banks will also be discussed, including solutions to operational challenges, the implementation of the Shared Services Entity (SSE) for State Cooperative Banks (StCBs) and District Central Cooperative Banks (DCCBs), and the launch of an Umbrella Organization for Urban Cooperative Banks (UCBs).
The Manthan Baithak is expected to act as a strategic platform for cooperative federalism, positioning States and UTs as key stakeholders in transforming cooperative institutions into dynamic engines of economic and rural development.
