NCP committee meets in Mumbai; puts seal on the final draft

The National Level Committee for drafting the document of new National Cooperative Policy has put its seal on the draft policy document in the meeting held on Saturday at Yashwantrao Chavan Center, Mumbai, Maharashtra.

Now it will be submitted to the Union Ministry of Cooperation sooner than later. The committee will seek the time from the Union Cooperation Minister Amit Shah for submitting the draft policy document.

The meeting was convened under the chairmanship of former Union Minister Suresh Prabhu. On this occasion, several members of the committee were physically present while a few of them were connected through virtual mode. Maharashtra Cooperation Minister D Walse Patil also attended the meeting.

In the meeting CRCS Vijay Kumar, Amit Shah’s OSD in the Cooperation Ministry, K K Tripathy, Nafcub President Jyotindra Mehta, Vamnicom Director Hema Yadav, Maharashtra State Co-operative Sugar Factory Association MD Sanjay Khatal, Maharashtra Cooperative Commissioner Anil Kawade and others were present.

NCUI President Dileepbhai Sanghani, RBI Central Board Director Satish Marathe, Kribhco MD Rajan Chowdhry, Nafscob Chairman K Ravinder Rao, Nafcard MD K K Ravindran and others attended the meeting virtually.

The committee members also discussed ensuring the utilization of Cooperative Education Fund for education purposes in the time bound manner. It is said that in the policy document all the suggestions from the members have been incorporated.

Vamnicom Director, who coordinates meetings for the National Cooperative Policy, Dr. Hema Yadav said, “The hallmark of the draft document is that it brings the importance of the Cooperative sector in driving the country’s economy”.

“It is imperative for the Cooperative sector to grow by being inclusive, having professional management, good governance, training & upskilling, embracing technology and venturing into new areas to address the issues of economy and environment”, she further added.

The draft of the new National Cooperative Policy 2022, offers a roadmap for the next 25 years i.e. from 2024-2047.

The draft mentions the establishment of 50,000 new PACCS, Dairy and other cooperatives between 2024-2030.

The new National Cooperative Policy draft also mentions the establishment of the National Cooperative of Bank of India, which will be similar to Nabard. It will be established with the RBI license. The objective of the bank is to deploy funds for 63,000 PACs for development work.

It bears recalling that the Union Ministry of Cooperation had constituted a committee in September 2022 and it took around 11 months for the committee to draft a policy document. The committee had also briefed the Union Home and Cooperation Minister Amit Shah on the proposed recommendations in the draft report.

    A substantial step forward in putting in place, the architecture of Cooperative reform policy in the Country.Commendable job done by the whole lot of persons,in bringing out the draft National Cooperative Policy.
