At least one department, namely the co-operative department under the ministry of Agriculture and Farmers Welfare is not working in tandem with the Modi govt efforts to encourage business activities in the country. This is evident from the insignificant number of multi state status being given to co-op bodies.
There are many cooperative societies in the country which apply for getting Multi-State Cooperative Status but only a few are lucky enough to get this status. It is worth noting that a Multi-State cooperative can expand businesses in other states as well.
The Multi State Cooperative Societies website claimed that in 2018 only eight cooperatives got the Multi State Status and in 2019 only four societies could get registration certificates till now.
The cooperatives that got Multi-State registration certificate in 2019 include Uttar Pradesh based Green Earth Agro Cooperative Society Ltd, Haryana based Panipat Urban Cooperative Bank Ltd, Karnataka based Subhiksha Organic Farmers Multi State Cooperative Society and Telangana based the Gayatri Cooperative Urban Bank Ltd.
The cooperatives that could get Multi State Status in 2018 are Sree Balki Multi State Cooperative Housing Society Ltd, Maa Vaishno Agro Multi State Cooperative Society Ltd, Global Village Housing Cooperative Ltd (Dev Lok Housing Cooperative Ltd), Reserve Bank Staff & Officers Cooperative Credit Society Ltd, Sanmati Sahakari Bank Limited, the Surat Peoples Coop Bank Ltd, Bharathi Cooperative Housing Society Ltd and Bihar Cooperative Federation Limited.
It is learnt that without the prior approval from Central Registrar, Cooperatives are not allowed to expand their business in other states.
Earlier, it was felt that the era of Radha Mohan Singh was hardly conducive to a grant of more and more licenses to co-operatives to expand their business to other states. It is too early to conclude but things look no different in the reign of Narendra Singh Tomar as well.
On a number of occasions co-operators have spoken against the slow pace of work being done by the department. H K Patil, the senior Nafcub director once said that it is beneath our(co-operators) dignity to stand before babus and beg for something that is their due.
But the bureaucracy is too indifferent to pay any attention!
