The apex national cooperative body in the country NCUI held its Board meeting on Thursday in which a proposal to amend the bye-laws on the issue of automatic nominations of highest contributors to the Education Fund of the Governing Council was introduced.
The entry to the Board of NCUI which is called Governing Council in this case would no more be automatic. The contenders would have to contest among themselves to find a birth. Earlier, the top four contributors had to face no competition.
Readers would know as per the Cooperative Act a multi-state cooperative society shall out of its net profits in any year credit one per cent to the cooperative education fund maintained by the National Cooperative Union of India. IFFCO is the highest contributor to this Fund so far.
IFFCO, Kribhco, Nafed and NCCF used to send their representatives to the GC earlier without facing any election as per the bye laws, though NAFED has no representation in the present Board. But now it is being proposed that there would be election among the 7-8 national level cooperatives.
Besides IFFCO, Kribhco, NCCF and Nafed the list of contenders also includes Fishcopfed, Trifed, NHEC and NHCF. Only business cooperative enterprises contributing to the Education Fund are in the list.
One of the GC members on condition of anonymity said the proposal will be operative only in the next election which would be due after three years. Meanwhile, it would be taken to AGM slated for September, ratification of which is crucial, he added.
Later, it would be sent to the Central Registrar before it becomes part of the amended bye-laws.
The matter of bye-laws amendment was taken up as additional agenda during Thursday GC meeting. The Sub-committee on bye-laws headed by V P Singh met a day prior to GC meeting and placed its report on Thursday, informed one of the GC members.
The Board also passed routine agenda including audit and account statements.
