Kindly enlighten me  whether co-operatives in Odisha are coming under the purview of RTI Act? kindly also refer to Business Standard  news item dt 13-5-2013,where it has been stated”till now Maharastra  is  the  only state to have notified Amendment that came about March  2012.Orissa is learnt to have notified the amendment “.

Please also clarify effect of  Supreme Court judgment in Thalappalem ser.co-op.bank  ltd  vrs. state of Kerala.   in civil appeal no-9017/2013.

Please visit website  rtiodisha.in/Districts/3   there in sl no-61 Sambalpur District Cooperative Central Bank,Bargarh.my query is whether the said authority comes under RTI Act?

If possible, kindly quote Govt.of Odisha guideline,order,circular as the case    may be,for my reference and put to Bank,who are denying information on the pretext of not being Public Authority.

The S C (Thalappalem ser.co-op.bank) has ruled that Cooperatives which are  receiving substantial financial support (more than 50% of total funds employed)  are covered by the definition Public Authority and are covered by RTI Act.
