I have found your blog and I would like to take your advice for one issue I am at present facing.
Location Pune:
Co-operative housing society: as a flat owner (4th floor) facing water leakage issue in the kitchen from the ceiling, water leaking from above flat ( 5th floor).
1.As per housing act who needs to fix this issue & bear the cost?
2.What should be our approach for complaining the issue?

Inform the Secretary to identify the cause of leakage. If the flat holder on 4th Floor has carried out any repair it should be ascertained if the leakage is due to faulty work. THe 4th Floor holder should be asked to repair it or Society should get it done and charge the 4th Floor flat holder.
