I will like to seek information regarding rules in cooperative group housing society for vacant flat for almost ten years and no repair work is carried out by owner for past ten years as he is not residing, affecting people residing in above flats.

The problem is that the ceiling of his balcony is  in depleting  condition affecting the structure above ; for almost two years past large part of ceiling has begun to flak off. The owner of flat residing just above the said flat has requested him. The RWA has also asked him to do repair work but he is so adamant that he does not carry out any repairs.

We request to provide information as to where to complain?

CHS Bye Laws are held to be Contracts executed by each member and its terms are binding on all members. Any breach of any terms of the Contract is punishable as provided in the Bye laws of the concerned Society and registered and are in force. So my advice is buy a copy of your society bye laws and you will find the answer therein.
